NoHo/Bowery stakeholders reject NoHo NY BID expansion plans.
In response to a variety of press reports and letters implying
that the NoHo NY BID is advancing on their expansion plan, 20 of
the largest NoHo/Bowery stakeholders gathered in late October to discuss
the advantages and disadvantages of BID membership as well as
the most pressing issues facing this area.
Unanimously, they concluded that the BID and its proposal does not fit the needs of NoHo east
of Lafayette or along The Bowery, with the expansion area which
would double the BID's size, largely supporting the promotional
agenda of the Broadway merchants and realtors. Read the

here.
We will be doing outreach and holding meetings in January with
the remaining property owners and businesses in the proposed expansion area to
elicit more feedback and to organize according to the will of
the majority.
We will also be
soliciting opinions regarding the formation of a legal entity
that can more effectively represent NoHo interests and which can
collect donations and grants to further our objectives as a
combined residential, commercial and arts institution
neighborhood.

One final note:
It is most regrettable that the sidewalk cleaning services of
ACE for the Homeless are caught in the middle of this and we
realize that the opportunity for a steady, funded contract can't
be ignored, indeed, we would advocate for all NYC BIDS to use
nonprofit services for the performance of many of their
benefits. In the meantime, we do urge
donations to ACE to support their valued and effective
programs, never more needed for the increasing numbers of
homeless and unemployed in this current economic climate.

1a* Apps. to the State Liquor
Authority(SLA) for a Renewal License to
sell Liquor or beer and wine:
• 9GJ d/b/a Acme, 9 Great Jones St.
(on-premise) - some complaints
regarding the downstairs club and
patrons on the sidewalk. These
proved to be mild, but the Committee
has recommended a stronger sidewalk
presence.
• The Smile, 26 Bond St. (b&w) -
It seems the SLA already issued the
license, though we were led to
believe it would be heard in time at
the Community Board.
See the letter. ..and thank you
for the many others sent. We are
still hopeful of a Community
Agreement that will be voluntarily
attached to this renewal or will be
considered separately by CB#2 in an
alteration application. For
now, here's a
DRAFT of the SLA Committee
resolution.
FYI: New Beer and/or Wine Licenses:
• PQ Bleecker Inc. d/b/a Le Pain
Quotidien, 65-69 Bleecker St. NYC
10012 - not sure this one will be
heard. It is another address that
has not ever had a license before,
though it is in the NoHo BID area,
it is right across the street from
NoHo Star and the Bleecker Bar. This
operator is a good one, and their
current operation closes quite
early. They do occupy an enormous
space, however. This item was
not heard because it wasn't called
up by interested parties.
Children’s Aid Society moves to close
Sullivan St. pre-school and afterschool
facility.
Save A Village Education (SAVE) -
has been established in response to
CAS's decision. SAVE’s Mission is to
ensure that CAS fulfills its commitment
to keep the Center open through June
2012 and that it sells the Center to an
organization that will preserve
educational and community programs for

Bond St. Roadbed: A DOT crew is
currently scheduled to do a restoration
of the travelling section of the road
bed this spring. 41-43 Bond should be
pretty much finished with their heavy
work by then.
A complete replacement of the roadbed
(with Belgian block) would require a
capital budget request. Monies set aside
by Councilman Gerson for a capital
investment on Bond St. can only be used
for this purpose. Such a request will
have to be made through the Community
Board (and perhaps guided by others) and
would not result in actual replacement
before 2015. We can initiate the process
for a complete replacement for the
coming budget requests year, this
spring.
DOT
is conducting their study of traffic and
pedestrian issues surrounding Bowery and
Houston. We recently inquired
for an update. The survey (data
collection) has been completed and DOT
is currently involved in the analysis of
the data for existing conditions. This
phase will be completed by the end of
the year and the preliminary draft
report will be ready by mid February.
The next public meeting will be in
April.

Neighboring 'Hoods
Broadway BID -
It seems the Broadway BID proposal has
to go back for some revisions before
CB#2 will approve it.
Chinatown BID - May have some
minor adjustments but it looks like it
will pass CB's 1,2, and 3, this month.
If you like to keep tabs on the
Lower
East Side, you should definitely
read
The Lo-Down. We run into Ed
Litvak everywhere and he does LOVE his
beat. Great reporting.
Chinatown - We have been working
with the Chinatown Working Group for
over two years now in preparing a
197a-Plan You can catch up on all

Neighborhood Watch
We created a "watch area" for NoHo, on June 11,
2010, where you can see and can register complaints.
It is an alternative to the City's 311 system that
allows us to keep track of what is going on in our neighborhood, in real time, and to monitor what is actually being done about it
(unlike the City's 311 system).
